159.28 PERFORMANCE APPRAISALS.
   (a)   Open to Inspection. Records, reports, and markings of efficiency in each department shall be open to inspection and review by the Commission.
   (b)   Recommendations Regarding Performance. The Commission shall have authority to conduct investigations into the performance record of any employee and may use such information in promotional examinations.
   (c)   Dismissal of Inefficient Employees. Any case of failure of a classified employee to maintain a satisfactory performance record shall be sufficient ground for the dismissal of any such employee.
