159.19 GENERAL DUTIES OF PUBLIC OFFICERS.
   (a)   All municipal officers and their deputies, clerks, subordinates and employees shall afford the Commission all reasonable facilities in conducting the inquiries specified in these rules and shall permit inspection by the Commission of all books, papers and documents belonging or in any way appertaining to their respective offices, and shall also produce such books and papers and shall attend and testify when required to do so by the Commission.
   (b)   It shall be the duty of all officers of the City to conform to and comply with, and to aid in all proper ways in carrying into effect, the provisions of these rules and any modification thereof. Due notice of the contents of the rules and any modification thereof shall be given to the appointing officer. The appointing officer shall not select or appoint any person for appointment or employment, promotion or reinstatement, except in accordance with these rules, and the Civil Service Code.
   (c)   It shall be the duty of the officers of the City at any place where examinations are directed by the Commission or by its rules to be held, to allow the reasonable use of public buildings, and to heat and light the buildings for holding such examinations.
