The Commission may, as a body, or through a single Commissioner, make investigations concerning all matters touching the enforcement and effect of the provisions of this article and the rules prescribed thereunder, concerning the action of any person in the public service in respect to the execution of this article; and in the course of such investigation each Commissioner shall have the power to administer oaths and affirmation and to take testimony.
