159.02 TERMS; VACANCIES; CHAIRPERSON.
   The term of office of each Commissioner appointed pursuant to this article shall be for a period of three years. No appointments shall be made, however, until after the expiration of the terms of office of the incumbent Commissioners who are now actively serving the City, as immediately hereinafter provided.
   As the term of office of each of the active Commissioners shall expire, the Mayor, with the advice and consent of Council, shall appoint a Commissioner for a term of three years, pursuant to this article, until three Commissioners are appointed under the terms of this article. Thereafter all appointments shall be made for periods of three years, each by the appointing power hereinbefore designated. In the event that any of the Commissioners of the Civil Service Commission shall cease to be members thereof by virtue of death, removal, resignation or any other cause, a new Commissioner shall be appointed by the Mayor, with the advice and consent of Council, to serve for the unexpired term of such Commissioner. Such appointment shall be made within forty-five (45) days after the vacancy is created.
   The three members of the Commission shall elect one of their number to act as chairperson of the Commission, who shall serve as chairperson for one year, and each year thereafter the Commission shall elect one of their number chairperson to serve one year.
