The Civil Service Commission shall consist of three Commissioners, who shall be appointed by the Mayor with the advice and consent of Council, one of whom should be a candidate recommended by employees. Such nomination should be made in the form of a written petition of not less than ten (10) employees. The persons so appointed Commissioners shall be qualified voters of the City. All of the Commissioners shall be persons in full sympathy with the purposes of this article. Two members of the Commission shall constitute a quorum for the purpose of transacting business. The Commissioners shall be appointed as follows in this article.
