The Parks and Recreation Commission shall be an advisory commission and shall have no administrative or legislative power and authority. The Recreation Commission shall confer, consult and advise with the Director of Parks and Recreation and the City Manager on matters concerning the administration and improvement of the City Recreation Department. It shall serve as an advisory commission on recreation matters to Council.
