There is hereby created a Parks and Recreation Commission which shall consist of eleven members. No fewer than six of the eleven Commission members shall be citizens of the City of Wheeling or Ohio County. The members of the Commission shall be appointed by the Mayor with the advice and approval of Council. At the expiration of the original terms all members shall be appointed for terms of three years.
