150.01 CITY BOARDS, COMMISSIONS, AUTHORITIES AND CITIZENS' COMMITTEES.
   In addition to the departments and offices there will be such City boards, commissions, authorities and citizens' committees as have been heretofore established by the Charter, State statute or ordinance of the City and such boards, commissions, authorities and citizens' committees as shall hereafter be established by proper Charter amendment, State statute or ordinance of the City. All such bodies shall have the powers and duties established by the applicable Charter section, State statute or City ordinance.
   In all cases where a board member, commissioner, authority member or committee member is to be appointed by Council, or by the Mayor with the approval, consent, or advice and consent of Council, or by the City Manager subject to the approval or confirmation of Council, no final vote on any such appointment shall be taken until at least seven days have elapsed from the time of nomination, and all nominations shall include a written resume setting forth the qualifications of the nominee.
   A board member, commissioner, authority member, or committee member so nominated and appointed shall promptly be given written notice of his or her appointment, and a copy of such notice of appointment shall be kept on file by the City Clerk.
   All such boards, commissions, authorities and citizens' committees shall adopt rules and regulations, or bylaws, for the administration of the affairs of such board, commission, or citizens' committee. Such rules and regulations shall provide, at a minimum, the following:
   (a)   That election of officers shall be held annually;
   (b)   That no member shall hold the same office for more than two consecutive terms;
   (c)   That all meetings shall be open to the public, except as provided by law;
   (d)   That the time and place of all regularly scheduled meetings and the time, place and purpose of all special meetings shall be made available, in advance, to the public and news media, except as provided by law; and
   (e)   That written minutes of all meetings shall be prepared and made available to the public within a reasonable time after the meeting.
