The Commission is an advisory body with no formal authority to cause the City to take any action upon the advise provided by the Commission. The Commission shall have power to take all steps and proceedings, incidental to the performance of its duties in the execution of its advisory powers under this article; provided that all of the fiscal policies and powers and any and all corresponding recommended action of the City consistent with the purposes of the Commission thereto associated shall be subject to review, discretion and direction of the City Manager with final approval by Council. The Commission shall seek legal advice as other Commissions, from the Office of the City Solicitor, pursuant to the Charter of the City of Wheeling concerning legal advice and representation of municipal commissions and may request assistance from other municipal departments through the Office of the City Manager in order to carry out the purposes of this Article.
