(a) There is hereby created a Commission which shall be known as the Mayor's Economic and Industrial Development Commission which shall consist of eleven members and shall be appointed by the Mayor without regard to their political affiliations, but with regard to their knowledge and experience relating to the subject matters of economic and industrial development in the Greater Wheeling area, or of such standing committees as may later be identified above or later incorporated, under the provisions of this article and Commission bylaws. All members of the Commission shall be residents of the City and/or Ohio County. In the event that a member represents an entity, such entity shall be based or have a corporate office within the City and/or Ohio County. The members of the Commission shall include the Mayor and the other a members of the Development Committee of the City Council, the City Manager and seven additional members. These additional seven members shall be appointed with appropriate knowledge and experience in economic and industrial development and/or such knowledge of the substantive standing committees herein described and/or created by the Commission.
(b) The Council members shall be appointed for a term which shall expire at the same time as his/her term as a member of Council expires. Commission members appointments made expire on the date of July 1st when each new City Council is sworn in so that the person elected as Mayor has an opportunity to appoint his or her own Commission. All successor appointments shall maintain the original structure of the Commission.
(c) The Commission shall not have regular meetings, but shall meet either on call of the Mayor or Vice-Chairperson.
(d) In the event a member of this Commission is absent from regularly scheduled or specially called meetings for more than fifty percent (50%) of the time during any calendar year, that member shall be deemed to have vacated his or her position on the Commission.
