The Waterfront - Heritage Port Commission shall be an advisory commission and shall have no administrative or legislative power and authority. The Commission is expressly authorized to conduct monthly meetings as business dictates. The Waterfront - Heritage Port Commission shall confer, consult and advise with the various municipal departments as necessary such as Legal, Public Works, Recreation, etc. and the City Manager on matters concerning the administration and improvement of the Waterfront - Heritage Port facilities and use thereof. The City Manager shall have authority to approve such things, including, but not limited to, any recommended procedures, rules or regulations for applications for use of the facilities, fee structures, etc. It shall serve as an advisory commission on matters related to the use and development of the Waterfront - Heritage Port facilities and surrounding, adjacent areas thereof to the City Manager and Council.
