There is hereby created a Waterfront - Heritage Port Commission which shall consist of seven members who shall be residents of the City of Wheeling and/or Ohio County. The members of the Commission shall be appointed by the Mayor with the advice and approval of Council. One or more of the members of the Commission shall be a member of Council and one member shall be the Executive Director of WesBanco Arena or his/her designee. At the expiration of the original terms all members shall be appointed or re-appointed for terms of three years.
