Any vendor who feels aggrieved by the revocation of the vendor's license or other adverse action taken by the City Manager or his designee, or the Finance Department through the Finance Director may, by filing a written request with the City Manager or his designee within ten (10) days, obtain reconsideration by the City Manager or his designee. If requested, the vendor shall be entitled to a formal hearing before the City Manager or a hearing examiner designated by the City Manager in order to provide the vendor with an opportunity to show that the action taken was incorrect or contrary to law, in whole or in part, after which hearing, the City Manager shall, within a reasonable time, give notice in writing of his decision. Such appeal, unless and until the ruling of the City Manager is modified or rescinded, shall not affect any stay of the action taken which is being appealed. Further appeal may be taken by the vendor to the circuit court by certiorari in the manner prescribed by law.
