The provisions of this article shall not apply to:
(a) Sales governed by other sections of this chapter or sales made to dealers by commercial travelers or selling agents in the usual course of business;
(b) Bona fide sales of goods, wares or merchandise by samples for future delivery;
(c) Sales at trade shows or conventions, expos, arts and crafts fairs, and other similar events, or sales by entities at events at WesBanco Arena, sales by entities at events hosted by a non-profit or political subdivision or sales held in conjunction with privately sponsored events, fairs or festivals.
(d) Special sidewalk sales, festivals or other special events allowed by special permit or ordinance; or
(e) Any City-sponsored event.
