(a) The City Manager is hereby authorized and directed to enter into and renew from time to time a contract with some insurance company that has paid to the City all license insurance taxes due to the City, on behalf of the City, a Municipal corporation, as "Employer" providing indemnity for total disability caused by bodily injury effected through nonoccupational accidental means and for total disability caused by disease for the benefit of all employees of the City who elect to subscribe for such indemnity.
(b) The contract herein provided shall conform to and fulfill the requirements of group insurance contracts as provided in West Virginia Code Article 33-13 et seq. and shall not be binding upon the City or its employees until it has been approved by the Insurance Commissioner of the State.
