147.03 POWERS AND DUTIES.
   (a)   The Director shall have the authority and be required to:
      (1)   Direct the Communications Department with the authority to appoint, with the consent of the City Manager, such staff as deemed necessary for the efficient operation of the Department, and control the assignment of the members of the Department so appointed.
      (2)   Establish departmental policies and structures as the Director of Communications sees fit, with the consent of the City Manager.
      (3)   Promulgate rules and regulations for the efficient administration of the Communications Department, the enforcement of discipline, and the supervision and maintenance of the work of the Communications Department; provided, however, that no rule or regulation shall be effective until it has been approved by the City Manager.
      (4)   Be responsible for the control and regulation of all equipment belonging to the Department.
      (5)   Perform such other duties as may be prescribed by law.
   (b)   It shall be the purpose of the Department to:
      (1)   Dispatch all calls received for the police, fire and ambulance services provided by the City within the areas so designated;
      (2)   Operate as the 911 center for the City; and
      (3)   Perform such other duties as may be prescribed by law.
