There is hereby transferred to the Department of Economic and Community Development all of the staff planning functions of the Urban Renewal Authority and the Planning Commission including all the powers, privileges, rights, duties, responsibilities and obligations related to these functions. It is the intent of this provision to transfer to the Department of Economic and Community Development all of the purposes, powers, rights, duties, responsibilities and obligations of the former Department of Development and the former Community Development Block Grant Department, including the administration of all programs of the City funded pursuant to the Housing and Community Development Act of 1974, 42 U.S.C. §5301 et seq., as amended, and all regulations promulgated pursuant thereto, including, but not limited to, 24 C.F.R. Part 570, and any future amendments to such statutes and regulations.
