142.03 POWERS, DUTIES AND ORGANIZATION.
   (a)   The Director shall have the authority and duty of directing the Department and any division or part thereof, and may recommend to the City Manager the appointment of such professional and administrative staff as deemed necessary for the efficient operation of the Department.
   (b)   It is the purpose of the Department to coordinate all related planning, zoning, economic development, regulatory, code enforcement, inspection, housing, neighborhood development and other functions assigned to the Department and authorized by Council along with all powers, privileges, rights, duties, responsibilities and obligations relating to such functions and to facilitiate the implementation of the plans approved by Council.
   (c)   The Department shall operate with the philosophy and intent expressed in the Preamble of the ordinance enacting this Article 142 .
   (d)   The Department shall be organized into divisions as follows:
      (1)   Division of Economic Development.
It is the purpose of this division to plan and recommend to Council through the City Manager activities which cultivate and support economic growth and development in the City. The division shall carry out the legislative directives of Council under the direction of the City Manager. The division shall coordinate its activities with the Mayor and Council, the City Manager, the Mayor’s Advisory Commission on Economic and Industrial Development, and, to the extent possible, community business and economic development interests.
      (2)   Division of Building Code Services.
It is the purpose of this division to provide and coordinate all functions pertaining to building and housing inspection, and code enforcement services as provided by law, including Part Seventeen of this Code.
      (3)   Division of Neighborhood and Community Development.
It is the purpose of this division to provide and coordinate all related planning, zoning and regulatory functions of the City that are authorized by Council and to assist the City Manager in the implementation of plans approved by Council. It is further the purpose of the division to coordinate neighborhood and community development activities authorized by Council and to supervise and administer federal, state and other grant programs which address housing, neighborhood and community development. The division shall conduct outreach programs with bona fide neighborhood organizations as a means of extending the City’s encouragement and support of neighborhood-based revitalization, preservation, and development activities. The division shall administer the City’s housing programs and related activities as authorized by Council.
