Should anyone take action to receive the subject property by any means, including, but not limited to, transfer, sale, assignment, forfeiture or county, state or federal tax sale, the owner of record shall take the property subject to all municipal liens and shall thereafter be responsible for payment thereof. As to the duration of the lien, the lien shall continue until the fee, interest and penalties is collected.
