The Wheeling City Council, after numerous sub-committee meetings and approval of its Plan Amendment request to the Pilot Home Rule Authority Board, believes that it is in the best interests of the community to amend its Certification and Application Procedure for Licenses in order to create a fair, uniform, simplified municipal administration process for business licensing pursuant to the Pilot Home Rule Authority found in West Virginia Code §8-1-5a, as well as municipal licensing authority, West Virginia Code §11-12-4, §8-12-5(24) and §8-13-4.
