The Commission shall have power to take all steps and proceedings, incidental to the performance of its duties in the execution of its powers under this article; provided that all of the fiscal policies and powers thereto associated shall be subject to review by the City Manager with final approval by Council and shall be consistent with the purposes of the Commission. The Commission shall seek legal advice as other Commissions, from the Office of the City Solicitor, pursuant to the Charter of the City of Wheeling concerning legal advice and representation of municipal commissions and may request assistance from other municipal departments through the Office of the City Manager in order to carry out the purposes of this Article.
