176.03 OFFICERS; EXECUTIVE COMMITTEE; COMPENSATION.
   (a)    The Commission shall adopt bylaws, with the assistance and advice of the City Legal Department, and subject to the approval of Council for the orderly operation of the Commission in accordance with the purposes of this Article. As provided for in the Commission’s bylaws, the Commission shall elect one of its members to hold each of the following offices: Chairman, Vice Chairman, Secretary and Treasurer. The function and terms of the officers of the Commission shall be as prescribed in the Commission’s bylaws. It shall designate a secretary for the purpose of creating minutes of the meetings and facilitating correspondence as needed who shall be a member of the Commission and shall hold office at the will and pleasure of the Commission.
   (b)    Each of the standing committees of the Commission heretofore described shall elect a chairman of such standing committee. The Chairmen of the standing committees together with the Chairman of the Commission and the Council member of the Commission shall constitute an executive committee whose functions shall be prescribed by the bylaws of the Commission. Although the Chairman of the Commission may be the chairman and/or a voting member of one of the standing committees of the Commission, the Chairman of the Commission and the Council member of the Commission shall also be ex-officio (non-voting) members of all of the standing committees of the Commission for purposes of coordinating the works of the various subcommittees.
   (c)    Members of the Commission shall receive no salary but may be reimbursed for expenses incurred in the performance of their duties if Council has provided a budget of funds for such purposes and if there has been approval received in advance for such reimbursement.
