141.02 PUBLIC WORKS DIRECTOR; APPOINTMENT; QUALIFICATIONS.
   (a)   The Public Works Department shall be under the supervision of a Public Works Director who shall be appointed by the City Manager.
 
   (b)   The Public Works Director shall be a person of proven executive and administrative ability.
