The Authority shall be bound by and subject to all of the covenants, agreements and provisions of all ordinances authorizing the issuance of revenue bonds to finance the acquisition, construction, or improvement of the WesBanco Arena, previously known as the Wheeling Civic Center, and surrounding sports, recreation and entertainment venues, in accord with West Virginia Code § 8-16-1 (or refunding bonds), and the provisions thereof shall be enforceable by the holders of the revenue bonds.
