The Authority shall have power to take all steps and proceedings, and to make and enter into contracts or agreements necessary or incidental to the performance of its duties in the execution of its powers under this article; provided, that any contract relating to the financing, or the acquisition, construction, extension or improvement of the WesBanco Arena, previously known as the Wheeling Civic Center, and surrounding sports, recreation and entertainment venues, in accord with West Virginia Code § 8-16-1, or to any trust indenture relating thereto, shall be subject to approval by Council. In addition to the powers enumerated therein, the Authority shall be vested with the powers granted such a Authority by the provisions of West Virginia Code Article 8-16, or successor provisions, but subject to the limitations as stated in this article.
