163.04 AUTHORITY.

The authority of the Authority shall include the acquisition, construction, improvement, operations and administration of the WesBanco Arena, previously known as the Wheeling Civic Center, and surrounding sports, recreation and entertainment venues, in accord with West Virginia Code § 8-16-1.
