163.02 OFFICERS; COMPENSATION.

The Mayor of the City of Wheeling, or his designee, shall serve as its chairperson. The Authority shall designate a secretary and treasurer, who may be one and the same person. The secretary and treasurer shall hold office at the will and pleasure of the Authority.
