There is hereby reestablished a Greater Wheeling Sports and Entertainment Authority which previously has been known as the Municipal Auditorium Board, hereinafter called the "Authority," which shall consist of nine members, who shall be appointed by Council without regard to their political affiliations but based upon their business and professional experience or standing. All members of the Authority shall be residents of the City of Wheeling or Ohio County, West Virginia, and a minimum of one member shall be a member of Council. One Council member shall be appointed for a term which shall expire at the same time as the member's term as a member of Council expires. All appointments shall be for terms of four years, except that a member appointed to fill a vacancy shall serve the balance of the unexpired term.
