In cases where applicable accepted standard requirements have not been developed for a given class of appliance, accessory device, material or method of installation, approval of the administrative authority shall be obtained before any such alternate material or method is installed or used. The administrative authority shall require that sufficient evidence or proof
be submitted to substantiate any claim that may be made regarding its use.
