135.03 POWERS AND DUTIES OF THE CHIEF.
   The Fire Chief shall be the commanding officer of the Fire Department and shall have control of the assignment of the members thereof, and the direction of the fire protection and prevention work of the City. He shall have full and complete authority to issue such general or special orders to the members of the Department as he may deem proper, and it is the duty of all members of the Fire Department to render him and his order implicit obedience. He shall have authority to promulgate rules and regulations for the efficient administration of the Fire Department, the enforcement of discipline, and the supervision and maintenance of the work of the Fire Department; provided, however, that no rule or regulation shall be effective until the same has been approved by the City Manager. The Fire Chief shall be responsible for the control and regulation of all equipment belonging to the Department. He shall have such additional powers and perform such other duties as may be prescribed by law.
