(a) Duties. It shall be the duty of the Traffic Commission to promulgate rules and regulations for the parking of vehicles on the streets, alleys, highways and sidewalks of the City.
The Commission shall also recommend to Council appropriate ordinances and changes in existing ordinances regulating the moving of vehicles and pedestrians on and over the streets, alleys and highways of the City.

(b) Rules and Regulations; Records. Such rules and regulations, as provided for by subsection (a) hereof, when passed and promulgated by the Traffic Commission, shall have the same force and effect as ordinances passed by Council until altered, repealed, revoked or amended by Council. Such rules and regulations shall be recorded in the office of the Traffic Engineer and shall be a public record. The Traffic Engineer shall prepare an index of the rules and regulations.
