133.08 POLICE RESERVE.
   (a)   In view of existing and increasing possibilities of the occurrence of disaster from floods, earthquakes and other natural disasters, to provide for the common defense, to protect the public health, peace and safety and to preserve the lives and property of the people of the City, the Police Reserve is hereby established.
   (b)   The main purpose of the Police Reserve shall be to contribute to the Crime Watch Program of the Police Department.
   (c)   The secondary purpose of the Police Reserve shall be to provide a Ready Reserve Force to assist the Police Department as the Chief of Police may direct.
   (d)   The Police Reserve shall be organized and subject to such rules and regulations as shall be approved by the Chief of Police.
   (e)   The Police Crime Watch Reserve shall render service to the Police Department through its Crime Watch Program in the interest of the well-being of the community.
   (f)   The Police Ready Reserve shall render unpaid volunteer police service from time to time as requested by the Chief of Police of the City. Members of the Police Ready Reserve, while on duty, shall have such arrest powers as are granted by and consistent with the statutes and common law of the State.
   (g)   The Chief of Police shall be responsible for the operation of the Police Reserve. To accomplish this, one or more members of the Police Reserve shall be designated as Coordinators of the Police Reserve and shall be the liaison officers of the Police Reserve. They shall be appointed by the Mayor from a list of eligible persons supplied by the City Manager and the Chief of Police.
   (h)   The Police Ready Reserve, while on duty, shall wear such uniforms and insignia as provided for in the rules and regulations of the Police Reserve as approved by the Police Chief. Members of the Police Reserve shall be furnished with such equipment as provided for by the rules and regulations of the Police Reserve and the Chief of Police. Any uniforms, insignia or equipment issued by the City shall remain the property of the City.
   (i)   All members of the Police Reserve shall be subject to suspension or dismissal for cause in the manner provided by the rules and regulations of the Police Reserve as approved by the Chief of Police.
   (j)   All rules and regulations of the Police Reserve shall become effective, after adoption, only upon approval in writing by the Police Chief.
