Before a permit to do blasting, as required, under Section 1531.04(a)(3) is issued, the applicant for such a permit shall file a bond or a policy of liability insurance deemed adequate in each case by the Chief of the Fire Department with the City Clerk. The amount of the bond or policy of liability insurance shall in no event be less than one hundred thousand dollars ($100,000) and such bond or insurance shall become available for the payment of any damage arising from the blasting of the applicant, his agent or his employees.
