1531.01 DEFINITIONS.
   (a)   "Explosive" means any chemical compound, mixture or device, the primary or common purpose of which is to function by explosion. The term includes, but is not limited to, dynamite, black powder, pellet powder, initiating explosives, detonators, safety fuses, squibs, detonating cord, igniter cord and igniters.
   "Explosive" includes any material determined to be within the coverage of 18 U.S.C., Chapter 40, Importation, Manufacture, Distribution and Storage of Explosive Materials, and includes any material classified as an explosive in the regulations of the U.S. Department of Transportation.
 
   (b)   "Highway" means any public street or public road.
 
   (c)   "Magazine" means any building or structure approved for storage of explosives.
 
   (d)   "Public conveyance" includes any railroad car, street car, cab, bus, airplane or other vehicle which is carrying passengers for hire.
 
   (e)   "Railway" includes any steam, electric or other railroad or railway which carries passengers for hire.
 
   (f)   "Small arms ammunition" means any shotgun, rifle, pistol or revolver cartridges.
