The electric company or any electrician shall disconnect the electric service from any domestic or commercial user in any of the following cases:
(a) If ordered to do so by the City Building Inspector, or the Chief of the Fire Department.
(b) If after an inspection by the City Building Inspector, or the Chief Inspector of the Bureau of Fire Prevention, the wiring or any part of the electrical service or appliances has been found to be defective.
(c) If an installation of electric service is found to be such as to cause a serious hazard to persons or property, because of deterioration, damage by fire or any other cause.
