(a) No person, unless in the employ of the electric utility, shall connect any electric service to the electric distribution mains.
(b) Electricity shall not be turned on at the fuse box without specific permission from one of the following authorities: the City Building Inspector, or the Chief of the Fire Department, if any of the following conditions exist:
(1) If electric wiring is defective, inadequate or in a state of deterioration.
(2) If the required inspection has not been made.
(3) If the electric company, the City Building Inspector, or the Chief of the Fire Department, has requested that the electricity be left off.
(4) If the electric service has been disconnected for some reason not known to the electrician.
