The Legal Department shall:
(a) Advise and assist in the preparation of ordinances and rules;
(b) Advise all administrative and legislative officers of the City as to the legality of any proposed action;
(c) Be responsible for all criminal prosecutions by the City;
(d) Represent the City as attorney in all legal proceedings in which the City is a party before any court, or before any judicial, administrative or other body; and
(e) Perform such other duties as may be prescribed by law.
