(a) Whenever the Chief Inspector shall disapprove an application or refuse to grant a license or permit applied for, or when it is claimed that the provisions of the Fire Prevention Code have been misconstrued or wrongly interpreted, the party seeking relief may appeal to the Chief of the Fire Department any decision of the Chief Inspector, if such appeal is made in writing within twenty days from the date of such decision.
(b) Whenever the Chief of the Fire Department shall disapprove an application or refuse to grant a license or permit applied for, or when it is claimed that the provisions of this Fire Prevention Code do not apply or that the true intent and meaning of this Code have been misconstrued or wrongly interpreted, the applicant may appeal to Council from any decision of the Chief of the Fire Department, if such appeal is made in writing within twenty days from the date of such decision.
