Notwithstanding any other reference provision to the contrary, a permit shall be obtained to conduct only the following operations, or to store, handle or use those hazardous materials which are considered to present an extra or unusual hazard to life or property:
(a) Bonfires and outdoor fires;
(b) Combustible dust producing operations;
(c) Compressed and liquefied gases;
(d) Explosives and explosive materials;
(e) Flammable and combustible liquids;
(f) Flammbale finishing;
(g) Fireworks;
(h) Pyroxylin plastics;
(i) Welding, cutting and other hot work.
