There is hereby established in the Finance Department the position of Parking Meter Attendant, and the person so employed through the Finance Department and so authorized to affix notices, shall in no instance carry weapons, make arrests, issue summons or in any manner actively enforce any traffic or other ordinance of this City, or in any manner perform any of the functions or activities of a police officer, the duties of the aforesaid authorized personnel being limited to affixing notices to such motor vehicles and instructing such owner or operator as to the penalties and manner of paying such penalties for such violation, as provided in Section 363.13 of the Traffic Code.
