In addition to the annual and monthly reports required by the preceding sections the City Manager shall, when so requested, furnish promptly to Council complete information regarding any phase of the City's operations or finances.

In order that the work of the Finance Director and the City Clerk who are appointed by the Mayor as provided by Charter, may be coordinated with that of other City departments, they shall perform their work subject to the direction of the City Manager, unless Council shall otherwise direct in specific cases.

(a) In order to facilitate and make effective the City Manager's control over budgeting, personnel administration, and purchasing, the City Manager may appoint administrative assistants or may designate existing employees of the City as such within the limitations of the annual appropriation ordinance.
(b) It shall be the duty of the administrative assistants to the City Manager to conduct research into the best administrative practices developed by other cities, the application of which will improve the administration of the City government.

One of the administrative assistants to the City Manager shall be known as Personnel Officer and shall assist the City Manager in the formulation and execution of rules governing personnel administration and shall perform such other duties as are assigned by the City Manager.
