123.07 MONTHLY REPORT TO COUNCIL; RECOMMENDATIONS.

On or before the tenth day of each month, the City Manager shall submit to Council a report analyzing the financial transactions and condition of the City and summarizing the operations of all departments during the preceding month, together with such recommendations as he may deem wise.
