It shall be the duty of the City Manager to prepare a comprehensive plan for protecting the lives, property, health and general welfare of the residents in the event of flood, conflagration or any other public emergency, and for mobilizing all public and private resources of the City to render the necessary protection to the residents in such an emergency. The plan, and any changes therein, shall be given such circulation as will insure that agencies and individuals assigned functions to perform in such emergencies are thoroughly familiar with the details of the plan.
