It is the intent of the off-street parking and loading regulations to provide for adequate off- street parking spaces to serve residential, commercial, industrial, institutional and other land uses, and thus help to prevent congestion of City streets. Proper design of and access to parking facilities shall be required in order to protect the public health, safety and welfare, and to bring about the most appropriate and aesthetic use of land. Furthermore, it is the intent of these regulations to promote the functional efficiency of all land uses by requiring off-street parking and loading facilities consistent with modern standards.
