1307.03 SPECIFIC STREET DESIGN STANDARDS.
   (a)   Major Street. The design standards of a major street shall be as follows:
      (1)   Right-of-way minimum width shall be eighty feet.
      (2)   Paving width minimum width shall be forty-eight feet.
      (3)   The standard City curb is required except in the case of limited access major streets.
      (4)   Sidewalk minimum width of six feet abutting the right-of-way line is required except in the case of limited access major streets.
      (5)   Sight distance minimum of 400 feet.
      (6)   Vertical alignment. The desirable maximum grade shall be six percent (6%) and the maximum grade shall be ten percent (10%).
      (7)   Horizontal curvature. The minimum radius of curvature shall be 500 feet.
   (b)   Collector Street. The design standards of a collector street shall be as follows:
      (1)   Right-of-way minimum width shall be fifty feet.
      (2)   Paving width minimum width shall be thirty-eight feet.
      (3)   The standard City curb is required.
      (4)   Sidewalk minimum width of five feet abutting the right-of-way line.
      (5)   Sight distance minimum of 300 feet.
      (6)   Vertical alignment. The desirable maximum grade shall be ten percent (10%) and the maximum grade shall be fifteen percent (15%).
      (7)   Horizontal curvature. The minimum radius of curvature shall be 300 feet.
   (c)   Business Street.  The design standards of a business street shall be as follows:
      (1)   Right-of-way minimum width shall be sixty feet.
      (2)   Paving width minimum width shall be thirty-eight feet.
      (3)   The standard City curb is required.
      (4)   Sidewalk minimum width of eight feet abutting the right-of-way lane.
      (5)   Vertical alignment. The desirable maximum grade shall be ten percent (10%) and the maximum grade shall be fifteen percent (15%).
      (6)   Horizontal curvature. The minimum radius of curvature shall be 300 feet.
   (d)   Residential Street Serving One and Two-Family Dwellings.
      (1)   The design standards of a residential street serving single and two-family dwellings where one parking space per dwelling unit is provided, except row housing, shall be as follows:
         A.   Right-of-way minimum width shall be forty feet.
         B.   Paving width minimum width shall be twenty-eight feet.
         C.   The standard City curb is required.
         D.   Sight distance minimum of 200 feet.
         E.   Vertical alignment. The maximum grade shall be eighteen percent (18%).
         F.   Horizontal curvature. The minimum radius of curvature shall be 100 feet.
      (2)   If two off-street parking spaces are provided for each dwelling unit, the following design standards shall govern:
         A.   Right-of-way minimum width shall be thirty-five feet.
         B.   Paving width minimum width shall be twenty-two feet.
         C.   The standard City curb is required.
         D.   Sight distance minimum of 200 feet.
         E.   Vertical alignment. The maximum grade shall be eighteen percent (18%).
         F.   Horizontal curvature. The minimum radius of curvature shall be 100 feet.
      (3)   The Planning Commission may require sidewalks on residential streets in a proposed one- and two-family subdivision where:
         A.   A proposed street pavement width is greater than twenty-eight feet; or
         B.   A proposed street has a sight distance less than 400 feet; or
         C.   A proposed street grade exceeds twelve percent (12%); or
         D.   A proposed street has a radius of the horizontal curvature less than 200 feet; or
         E.   The proposed lot frontages are less than eighty feet; or
         F.   A proposed street acts as a collector for two or more streets; or
         G.   Land and adjacent land uses are such that an estimated pedestrian count of 150 or more per day will result on any of the proposed streets; or
         H.   A proposed street acts as a major route to schools, parks, playgrounds or a substantial commercial area.
         I.   Where a sidewalk is required, it shall have a minimum width of four feet.
         J.   Under unusual conditions, the Commission may make variances in these criteria so that their intent is complied with and public safety provided for. The burden of proof in such cases rests with the subdivider.
   (e)   Residential Street Serving Row and Multi-Family Dwellings.
      (1)   The design standards of a residential street serving row and multi-family dwellings shall be as follows, where one parking space per dwelling unit is provided:
         A.   Right-of-way minimum width shall be sixty feet.
         B.   Paving width minimum width shall be thirty-six feet.
         C.   The standard City curb is required.
         D.   Sidewalk minimum width four feet abutting the right-of-way lines.
         E.   Sight distance minimum of 200 feet.
         F.   Vertical alignment. The maximum grade shall be eighteen percent (18%).
         G.   Horizontal curvature. The minimum radius of curvature shall be 100 feet.
      (2)   If two off-street parking spaces are provided for each dwelling unit, the following design standards shall govern:
         A.   Right-of-way minimum width shall be fifty feet.
         B.   Paving width minimum width shall be twenty-eight feet.

   (f)   Cul-De-Sac Residential Street. The design standards of a cul-de-sac residential street shall be as follows:
      (1)   Right-of-way minimum width shall be thirty feet.
      (2)   Paving width minimum width shall be twenty-two feet.
      (3)   The standard City curb is required.
      (4)   Sidewalks shall not be required.
      (5)   Sight distance minimum of 200 feet.
      (6)   Vertical alignment. The maximum grade shall be eighteen percent (18%).
      (7)   Horizontal curvature. The minimum radius of curvature shall be 100 feet.
      (8)   The turning circle shall have a minimum outside radius of thirty-five feet with a minimum paving width of eighteen feet and a minimum outside paving radius of thirty feet.
   (g)   Lane.  The design standards of a lane be as follows:
      (1)   Right-of-way minimum width shall be twenty feet.
      (2)   Paving width minimum width shall be eighteen feet.
      (3)   Curbs shall not be required.
      (4)   Sidewalks shall be prohibited.
      (5)   Sight distance minimum of 100 feet.
      (6)   Vertical alignment. The maximum grade shall be eighteen percent (18%).
      (7)   Horizontal curvature. The minimum radius of curvature shall be 100 feet.
