The holding of any committee meeting after 7:00 p.m. on the day of any Council meeting is strictly prohibited, but a committee meeting may be called and held after the adjournment of such Council meeting. Such committee meeting shall be announced in Council, provided all the members of such committee are present at such Council meeting. Notwithstanding the foregoing, the Rules Committee may meet at any time, including during a recess of a Council meeting.
