The functions of the standing committees shall be as follows:
(a) Finance. Appropriation of property, sale of property, assessment for improvements, finance, ways and means, budget and expenditure recommendations.
(b) Public Works. Waterworks, sewer system, railways, bridges, bus transportation, telephone, telegraph, gas, sanitation, electric, street improvements and privileges, grades, wharf, street naming, viaducts, and landfill operations.
(c) Public Safety. Police Department, police reserve and jail accommodations; Fire Department; emergency preparedness, safety, order and rescue work during disasters and emergencies.
(d) Health and Recreation. Health Department, animal control, Recreation Department, playgrounds, marinas and parks.
(e) Promotions and Public Relations. Intergovernmental linkage, relationships with the business community and cultivation and promotion of the City's assets.
(f) Rules. Council legislative process, matters of Council decorum, and governance of and relationship with Council's boards and agencies.
