111.26 CALLING MEMBERS TO ORDER.

If any member transgresses any rule of Council, the presiding officer shall, or any member may, call him to order, in which case the member called to order shall immediately sit down and be silent, unless permitted by Council to explain; and Council, if appealed to, shall decide the matter.
