No ordinance shall be placed on the agenda of any meeting of Council unless the same has been prepared at the direction of a member of Council or the City Manager and is placed on the agenda at the instance of a member of Council or the City Manager. Copies of all proposed ordinances shall be delivered by the City Clerk to each member of Council prior to the meeting of Council at which such ordinances are to be given their first reading.
