No vote on any proposition or motion shall be reconsidered except at the session at which such vote is taken, and not at any subsequent meeting or adjourned meeting; any member of Council which voted may move a reconsideration, unless the "ayes" and "noes" were called on the vote to be reconsidered, and in such case only members voting with the prevailing side of the question may so move.
